sell2wales is a landmark website, managing the procurement of Wales’ entire public sector through a single powerful database.

sell2wales is an online meeting place for businesses and the public sector. Aimed at helping SMEs win more public sector business, the website is an open notice board, where any public body can post an opportunity and any size business can bid for the work.

The Welsh Assembly Government not only asked us to design and build a powerful application for the project but they also asked us to project manage the online strategy.

We began the project by researching similar procurement models around the world and we consulted key stakeholders to ascertain the common expectations of Welsh suppliers and purchasers. We compiled our analysis and presented the Welsh Assembly Government with a clear model of best practice. In a matter of weeks we had transformed the vision of having a national procurement website into a tangible concept.

We launched the site in November 2003 and it has been an absolute triumph for open government and economic regeneration. Eighty Welsh public sector organisations now use the website to advertise their contracts, with almost £2 billion of contracts advertised in 2006. The site, which is entirely free to use, also provides businesses with access to OJEU adverts from across Wales, the UK and Europe. The leading user of the site is the Welsh Assembly Government who have posted contracts worth £412 million in the last 12 months alone.
